If the senior can’t afford normal rates for lawn and shrub care, they probably can’t afford normal rates for house maintenance either. When you can’t do it yourself, everything gets to be expensive. It may be time for the senior to think about moving to somewhere more affordable.

In two words, "probably not" unless the senior is sufficiently low income to qualify for means-tested city or county home maintenance services that may offer yard care. Even then, it's likely a one off. Services for seniors are hard to obtain and usually expensive. That's just the way it is now in most areas.

Call your County Office of Aging and see what resources they have. If your looking for free, as said try a Church. If you have a senior center, try them.

Get rid of lawn and lay plastic down, cover with rubber bark and add some decorative rocks.
Then ask the local church if they can have someone come over once a month and trim the shrub.

Churches don't even do this for their own attenders on an ongoing basis. In my experience, it's a "one and done" event for any senior. Our town's senior center used to offer this but then they were overwhelmed with requests. There are now too many elders and too few people young enough and available enough to do this.
