In Oregon, is that allowed to be, not having a registered nurse 24 hours running a facility like this? I understand that in California there has to be a Registered Nurse available at all hours in a facility like this.

What do you mean by "take over" -- buy it?

She should be looking into the legal requirements in her state and county, and make sure she has staff that meet the requirements. I'm pretty sure she would not have to be a registered nurse to manage the place, but she may have to have RNs on staff.

The requirements for nursing homes in OR can be found here:

There are several roles that require an RN, such as the Director of Nursing. It does not appear that an Administrator must be an RN, but must be licensed as an Administrator. Some of the rules are slightly different depending on the number of beds, with 40 beds and 60 beds being cutoff points.
