Very limited mobility (uses walker inside and transport chair to go out) is problem one.
Extreme joint pain due to a variety of conditions are worse during very cold weather. (average temps have been 20 or less past 3 weeks)
Mom says she won't go out until it is spring or above freezing...
Now she is getting stir crazy...and also is jealous anytime I go out (even more than usual).

Bundle her up, and put her on sled :). Tell her she is 09 years old, not 90. She got the numbers mixed up. Take her on a cruise? Put plastic palm trees outside, and tell her look, its summer!!! Look at those coconuts. Im going crazy too. Maybe put her favorite music on and invite some people over, kind of do a pot luck or luau dinner of some sort. Hawaiian music. Put palm trees and plastic birds in the house and have a "summer Party"

Since that is your climate (and mine) I'll bet you have lots of personal experience with cabin fever! What helps you in that situation? Can you modify those things a little to apply to Mom?

Do some cozy things. Bake cookies together. Make cocoa and dip buttered toast in it. Sit with a warm throw over your legs and read to her (or have her read to you). Make popcorn and watch a movie. Play card games. Have a good phone chat. Make paper snowflakes.

Do some sunny things. Make macaroni salad and fried chicken and have a picnic lunch. Read seed catalogs. Watch nature videos. Repot the philodendron that has outgrown its pot. On one of your outings bring back a pot of forced bulbs and watch it grow each day, and bloom. Send greeting cards to folks. (Can Mom still address envelopes?) Make paper flowers.

I don't blame her for staying in until it is above freezing!

One year ago in the midst of cabin fever, we got mom a one month trial in assisted living. Within two weeks she said "This is the best move I ever made" and decided to stay.

Clean the pantry, closets, kitchen cupboards, play loud music, bake, organize photos, anything... so when the weather changes you are ready!

Any way to have her watch something on your computer or tv that is warm and inviting (travel videos in Fiji or something like that)? Like others have suggested, serve food that is summer-like and make it an event.
