I'm assuming you can't open the window, it being winter and all.

There are plug-in deodorisers being advertised on t.v. which claim to deal with things like background pet smells. I believe they aim for neutrality, rather than a masking scent. I'm afraid I can't tell you whether or not they work - perhaps consult some consumer review sites?

Ozone, a spray air freshener, removes odors but is not perfumed. Just a neutral smell.

My daughter uses a device called the "Germ Guardian HEPA with UV. She has it in her daughter's room where a surprisingly stinky hedgehog resides. You literally cannot smell anything when it's running. I know it requires some upkeep, the filter must be cleaned, but wow, I'm not one to "mask smells" with OTHER smells.

These come in a lot of sizes, you'd need several small ones for an apartment, or one per room, I think. Daughter bought hers online from Target.

Depending on the type of ventilation system in her room, you might look for charcoal air filters to be installed. Some fit over or under the regular filters. Start with whoever is in charge of their engineering department and places like home depot.

Moms room always had a smell. I used a plug in with a very mild scent on the lowest button. Vinegar also works. Put some in a bowl high up so she can't get it. I did this after Mom had a big accident. Just couldn't get that smell out. And I am sensitive to smells.
